TSDF Facility Service Registration Progress Points

The registration process for obtaining TSDF Facility Service Authorization involves several steps and requirements. Some of the key points in the registration process are:

  1. Site Selection: The first step is to identify a suitable site for setting up the TSDF. The site should be located away from human settlements and environmentally sensitive areas. The site should also have adequate access to transport infrastructure and other facilities required for the operation of the TSDF.

  2. Environmental Clearance: The site must obtain environmental clearance from the State Pollution Control Board (SPCB) or Pollution Control Committee (PCC). The clearance is based on an Environmental Impact Assessment (EIA) study, which assesses the potential environmental impacts of the proposed TSDF and identifies measures to mitigate these impacts.

  3. Design and Engineering: The TSDF must be designed and engineered to meet the technical requirements specified under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules 2016. The design should ensure the safe handling, storage, treatment and disposal of hazardous waste. The engineering requirements may include structural design, civil engineering, electrical engineering, instrumentation, and control systems.

  4. Construction: Once the design and engineering are completed, the construction of the TSDF can commence. The construction must adhere to the technical specifications and guidelines prescribed under the HOWM Rules, 2016. The SPCB or PCC may conduct an inspection of the TSDF before granting authorization.

  7. Renewal of Authorization: The TSDF Facility Service Authorization is typically granted for a period of 5 years, after which it must be renewed. The owner/operator must apply for renewal at least 180 days before the expiry of the authorization. The renewal process may involve an inspection of the TSDF and a review of the performance during the previous authorization period.
