In 2012, the Department of Electronics and Information Technology (DeitY) and the Bureau of Indian Standards (BIS) jointly introduced the Compulsory Registration Scheme (CRS) to safeguard Indian consumers against counterfeit and substandard goods. BIS Registration for Electronics and IT products comes under the compulsory registration scheme. As per this scheme, obtaining BIS registration certification for electronics and IT products is mandatory before launching them into the market. The Ministry also issued Compulsory Registration Orders, which state that no one shall manufacture or store for sale, sell, import, or distribute goods that do not meet the Indian standards stipulated in the order and do not bear the Standard Mark with a unique registration number.
Under the Compulsory Registration Scheme (CRS), the Bureau of Indian Standards issues a BIS registration certificate to manufacturers to use a standard mark with a unique registration number on their electronics and IT products. BIS Registration is based on your self-declaration of conformity for goods and articles as per Indian Standards. BIS licenses provide third-party assurance to the consumers that the product complies with the quality standards required by law and is safe to use. BIS Licence for electronic products and their operation is governed by the conformity assessment scheme outlined in Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.

Manufacturing Units are the only ones who can obtain a BIS Registration Certificate in their own names; importers or traders are not permitted.
Before making an order for a scheduled electronic item, all importers and traders must register with BIS for their particular manufacturing unit. They can manage the BIS Registration process on behalf of the relevant industrial unit. The manufacturing facility may be asked to get BIS Registration under the importer's or trader's brand name.
Since an Indian Representative is required to get BIS Registration, an importer or trader may act as the Indian Representative for a foreign manufacturing unit.
Every product must have a distinct marking label that cannot be removed, scratched off, or erased by regular washing. It is suggested that the goods have an embossed or printed marking label. Another ideal choice is a printed metal plate with a label that is firmly attached to the goods.

To obtain BIS Registration, the applicant's (the manufacturer's) business licence is necessary. The following are the functions performed by a business licence:
Company licences without manufacturing or production as part of their business scope will not be accepted.
If the business scope is not specified in the business licence, a copy of the ISO certificate or another government certificate (such as a tax registration certificate, for example) issued by the same factory and designating the business as a manufacturer may be presented.
Every registered product and its packaging must have the BIS Logo after receiving the product's BIS Registration Number (model). It should not be possible to wash or remove the logo. Either printing or embossing it is preferable. The emblem must be prominently displayed and is best connected to a label for marking purposes or close by.
Please keep in mind that no scheduled product may be sold or exported to India unless the BIS Logo and BIS Registration Number are permanently attached to it.

After three months but not late than four months from the date the test result was issued, the tested samples must be collected again. The lab reserves the right to destroy the sample after 4 months in accordance with its policy, and no further claims will be considered.
